What decides who appears in it?

Mainly three things: how relevant your Google Business Profile is to what was searched, how close you are to the person searching, and how prominent your business is, which reviews contribute heavily to. Your website supports all three but does not control them.

Can I rank in the local pack across a whole borough?

Rarely across all of it. Proximity means results shift as the searcher moves. A business in Croydon town centre will show for searches nearby and fade further out. Service area pages catch the searches that happen outside your immediate radius.

How many reviews do I need?

There is no threshold. What matters is having more than the businesses currently above you, gathering them steadily rather than in bursts, and replying to them. Steady beats sudden, and sudden looks bought.

Does a service area business without a public address still work?

Yes. You hide the address and set a service radius instead. Plenty of electricians work this way. It does mean proximity is measured from your registered location, so it is worth thinking about.
